The file is concerned with an application from Petroleum Concessions Limited for a general permission to operate aircraft within Qatar and the wider Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; under the Qatar Oil Concession the company was required to seek permission from the Shaikh of Qatar for each flight. There is also correspondence related to a proposal from the Petroleum Development (Qatar) Limited to establish a landing ground near its camp at Jebel Dukhan in western Qatar.
