The Sheikh of Qatar r s redraft of the Qatar Commercial
Agreement received under Mr. Lefroy ! s letter of 26th March
to Mr. Laithwaite was discussed at the 1.0. on the 28th
March. Mr. Lefroy, Mr. Mylles, Mr. Walton and Mr.Laithwaite
y/ere present.
2. It appeared that the Company, (subject to the comments
which follow), were prepared generally to accept the redraft
in the form proposed "by the Sheikh, and were in fact anxious
to agree to it with as few alterations as possible in order to
facilitate negotiations.
Article Ij . The Sheikh had insisted on "won and saved".
The redraft of this article on which the Company propose to
instruct Mr. Mylles to negotiate is appended to this record.
Article i4.(a) . It has already been agreed (Mr. Lefroy* s
letter of 10th October 193U, on P.Z. 6327/3U) that signature
must be ad referendum and subject to the approval of H.M.G.
The point v/as made that in these circumstances it would be
difficult, if not impossible, for the Company to make the
first payment under the agreement immediately on signature.
After discussion the best course seemed to be that Mr# Mylles
should, immediately before signature and after the financial
terms had been agreed, remind the Sheikh that signature was
subject to approval and that in these circumstances the whole
of the first payment could not be made immediately but that a
payment on account of, say, Rs»50,000 would be made at once,
and that the date of signature for the purpose of Articles
4(b) 5 4(c) and sub-paragraph 2 (i) and (ii) should be the date

The successor to the Court of Directors. in London and Anglo-Persian Oil Company (APOC) representatives in regard to the negotiations with the Sheikh of Qatar, ‘Abdullāh bin Jāsim Āl Thānī, for the oil concession.

The volume contains numerous draft agreements on the Qatar oil concession and also a 'Sketch map of Qatar Peninsula' (folio 22).

There are some letters in Arabic, to and from the Sheikh of Qatar.

Arrangement

The documents in the volume are mostly arranged in chronological order. There are notes at the end of the volume, (folios 210-214). The file notes are arranged chronologically and refer to documents within the file; they give a brief description of the correspondence with reference numbers in red crayon, which refer back to that correspondence in the volume.

There is also a brief index at the beginning (f. 1v) indicating the main topics covered in the volume.

Physical characteristics

The main foliation is written in pencil, circled, and can be found in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. The numbering commences at the title page with 1 and 1A; then 2-21; 22 and 22A; 23-25; 26 is missing or omitted; 27-65; 66 and 66A; 67-127; 128, 128A and 128B and terminates at the last folio with 217. A second incomplete foliation sequence is present between ff. 29-160; these numbers are also written in pencil, but are not circled, and can be found in the same position as the main sequence.
