Dear Sir: ^

In a recent letter, No.PA-88 dated June 1st, I attempted
to briefly describe to you the duties of the so-called Mooring
Master at Bahrein. A letter has just been received from Mr. Lombard i
which contains a more complete explanation of the real nature of this
man's duties. Believing it will give you and through you His
Excellency Shaikh Hamad bin Isa Al-Khalifah a much clearer con
ception of the position than the former communication was able
to do, I am giving you herewith an extract of the information
contained in Mr. Lombardi's letter
"Perhaps the nature of the duties to be performed
by the Mooring Master (which term, we think, should
properly be Mooring Director) in connection with the
operation of our submarine loading-line has not been
made entirely clear to you. In the first place, some
misunderstanding as to the nature of the duties may
have arisen through the fact that Captain 3; els on was
originally referred to at times as the "Harbor Master .
From such a designation I can understand how tne Govern
ment could eas ily gain the impression that we desired
Captain Kelson to assume some jurisdiction over the
harbor itself - which, of course, is not the intention.
There is no desire for Captain Nelson's duties to con
flict with any proper governmental functions.
"I note also that there seems to be an impression that
Captain Kelson will serve as a Pilot, in addition to
his functions as Mooring Director. It has never been
our plan that Captain Nelson should serve as a Pilot
in the true sense of the word. He will, it is true
if requested - go out to meet the tankers as they come
into the terminal, and assist the captains in mooriLe,
their ships at the end of the loading line. Were

The volume includes a copy of the draft lease contract with notes (folios 55-64), newspaper cuttings on oil in Bahrain and House of Commons' questions on Bahrain (folios 204-205). There are letters in Arabic with English translation, to and from the Sheikh.
