was first occupied in 1904 that the rent, which has remained
unchanged throughout, is ridiculously low. There is no doubt
that the normal rent at any time during the last ten, if not
the last fifteen years would have been at least double what we
have been paying. It was only by keeping the landlord
continually under a financial- obligation to Government that it
was possible to obtain such a low rental in the first instance
and to avoid any subsequent increase, .biow that this financial
obligation is to be liquidated I venture to submit that it
would be proper to forego the outstanding interest in view of
the exceptionally favourable terms of rent that Government
