dear Sir Arthur Hirtzel,
I shall "be very much obligee if you
will place the substance of this letter
before the Secretary of State, or any
other authority that you think advisable.
I little thought when we had our
last conversation tnat the first symptoms
of what I foretold in Persia would be seen
so early as this autumn - but in a way it
is just as well if it leads to an active
policy on the part of His Majesty's
Government to support the Prime Minister,
Riza Khan, who alone - I think - will
save the country..:"rom absolute destruction,
with consequences that cannot at present
be foreseen.

such as that of Persia - such disorgani
sation of the social fabric will not have
immediate evil consequences for the people
themselves, and may, indeed, have
considerable attraction for the lower-
classes . This would be a bad example
certainly for Afghanistan and possibly
for other neighbours too.
