P.Z.6736/40 9 Jlatod the 14 th November 1940^ regarding the suspected
desire of the Shaikh of Qatar to engage the services of an Iraqi
as his ,l Adviser’ 1 on foreign affairs.

2. 1 agree, on further consideration, that the control over
the foreign relations of the Shaikh of ^atar which is given to us
by Section 4 of the Treaty of the 3rd November 1916 v/ould preclude
the appointment of An Adviser on foreign affairs since he will not
have any foreign affairs as such upon which he could be advised.
You are probably aware, however, that several Indian States who are
more securely bound than the Ruler of oatar have a “Foreign and
Political Member” in their State Council and undue importance should
not therefore be attached to the mere nomenclature.
3. I cannot agree, however, that there is anything in the
Treaty which would give us the right to prevent the Shaikh from
employing a foreigner to advise him regarding his administration.
The only portion of the Treaty which refers is the Section 4
quoted above, and whatever one may wish to reed into it, I am
certain that a reference to an impartial body would show that
this right was not inherent in the wording of either the English
or the Arabic version of the Treaty. The relevant portion of the
Arabic version may be literally translated as follows: "I will not
have connections with a government other than the British Govern
ment nor write to her, end I will not accept an Agent from them
without /
