not get into trouble because he exercises jurisdiction over
Moslem foreigners. The real answer to this is that if he
is troubled about this we are quite willing to take over the
jurisdiction over Moslem foreigners from him but he does not
want this. It is perhaps for consideration whether we should
in our letter add something to the effect that if he wishes
we are willing to take over the jurisdiction over Moslem
foreigners.
So far as the question which is worrying the Sheikh
now is concerned, there is no practical difference between
the two formulae i.e. whether we say as previously proposed
nationals of a Moslem State or Moslem foreigners;
virtually all Saudi Arabians come under it anyhow, but if
Ibn Saud has a few Christian nationals then the new
definition is narrower than the old one.
