compared with paragraph 3 of the Resident’s earlier
letter to the Sheikh on the same subject. No. C/114
of April 18th last:-
(a) British protected persons are not mentioned
although they were included in the letter of April 18th
between the words ’’British subjects” and ’’the subjects
of non-Moslem foreign Powers”. It is not clear whether
this omission is deliberate or not - we notice that the
Sheikh himself omitted to mention them in paragraph 3
of his letter No. 7/54 of April 18th - but Beckett
thinks we must proceed on the basis that it is intended
to include British protected persons in this class for
the purposes of disputes coming before the proposed
joint court.
(b) There is no mention in the letter C/129 of
May 11th of disputes between British subjects, British
protected persons and non—Moslem foreigners on the one
hand and Moslem foreigners on the other hand, although
the words ”or the subjects of Moslem foreign Powers”
did follow the words ”your subjects” in paragraph 3

The papers concern the discussion of the need for the order, its drafting, issue, and distribution, as well as its revision in 1939.

Correspondence with the Shaikh of Qatar, Abdullah bin Jassim Al Thani [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], is also included and mostly relates to his wish for assurance of his jurisdiction over Muslim foreigners.

A copy of the order is found on folios 138-153. A copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. is also included, for reference purposes (folios 271-86).
