suggestion being made by Mr. Hoare to the Persians
8 ,s to the possibility of a compromise over Bahrein and
this view was supported by all other Departments
present. After considerable discussions of Mr.
Hoare 1 s alternative note, the draft of which is
contained in his telegram No.159 of 20th October, it
was agreed that the balance of advantage lay with
replying to the Persians in the terms of para. 1 of
that note, and waiting to see their reaction. The
question of asking for two years 1 notice in the event
of their persisting in their demand that we should
evacuate Henjam and the possibility of offering
docking etc. facilities in India by way of persuading
them to allow us to stay on for two years or a longer
period, it was thought (the Foreign Office not
convinced) had better be raised at a later stage.
The meeting then discussed the tactics suggested
in Mr. Hoare’s telegram of 21st October, No.l 60 ( flagged).
No objection was seen to paras. 1 and 2. As regards
the first sentence of para. 3 the suggestion was made
that this was perhaps a little difficult to reconcile
to the terms of the proposed note. By suggesting to
the Persians any ”suspension” of their decision we
are leaving the door open for them to press their
demand for withdrawal. But the Admiralty are
prepared to run the risk, particularly as we are
dealirg with oral discussions only-and this Office
need not proposed dissent. As regards the second
sentence of para. 3 there was general agreement that
no specific inducement could be held out to
Teymourtache in return for the abandonment of the
3 ersian claim to Bahrein. ^

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Henjam [Hengam] Island and Bahrain.

The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between British and Persian Government officials.

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
