Foreign Office representatives said that they thought
the point of most importance in issue was the question
of tactics; that apart from this they had differed

treaty (which would regularise the position of
jahrein, etc.) was worth while even if we did not
secure our desiderata at Henjam.

strongly pressed that we should take and keep the
initiative in the matter of breaking off negotiations.
The Service Departments expressed their general
agreement with this view. I said that it was of real
importance to us because of the psychological effect
in India and the kiddle East of allowing Persia to
state publicly that the offers made by us to secure a
treaty of friendship with Persia were unacceptable
j and that we had been informed that this was the case
and that unless we were prepared to improve our
terms Persia was not prepared to negotiate with us.
In these circumstances we thought it most important
not to allow the initiative to pass from our hands.
The Foreign Office said that they, on the other hand,
would much prefer to adopt the general line suggested
hy Mr. Hoare, viz. to make sure in the first place
that the Persians really meant what they said about
Henjam ana to let them know that if they did really
mean what they said then we should regard it as a
breaking off of the negotiations by them.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Henjam [Hengam] Island and Bahrain.

The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between British and Persian Government officials.

In addition to this correspondence, the volume contains the following documents:

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
