Yesterday Cairo was scene of disorder on the occasion of return of
Professor Makram, Zaghlul’s agent in London. Zaghlul met him at
the station and was cheered by the crowds lining tiie streets, and anti-
British cries were heard. In the evening two soldiers, one of the
King's regiment and one of the East Surrey regiment, were shot in the
streets in lower quarter of Cairo. One was killed, the other wounded.
Assassins escaped.
I am to-day issuing an order under martial law prohibiting all
further participation by Zaghlul in politics. His press is also being
warned against further agitation. His more prominent adherents,

LAST paragraph of my telegram of 20th December and my tele
gram of 21st December.
I have received Zaghlul’s reply to my instructions to him to go to
his country residence, and to take no further part in politics. The
text of it is contained in my following telegram. I have also received
letters from the following of his adherents associating themselves with
him : —
William Makram,
Sinnot Hanna,
Mustafa Nahas.
The others who were warned have not at present replied, except
Sadik Henein. His name was added to the list later and he has
obeyed.
Last night I gave directions for the arrest of Zaghlul and of his
three adherents mentioned above. The arrest of Zaghlul was carried
out without incident this morning. I have sent him to Suez, where
he will await deportation in the Indian transit camp.
I should be glad to receive by telegraph your authorisation to
deport him and his associates, which I will then do as soon as possible.
It is most important that this should be done without delay.
Ceylon would be, in my opinion, the most suitable destination, as
it is remembered as the place of Arabi’s captivity, and the name would
therefore produce considerable effect.
I will let you know later by telegraph what I consider to be the
effect on the country of the measures I have taken.

The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
