For favour of his observations on the attached
draft reply to the Colonial Office. Is there any
information in the Political Department to show
that the Port of Basra’s vessels H Alert ,, and ,, Indu8try ,,
were requisitioned for the protection of Koweit
in addition to the "Ivy H and ,, S.T.6 ,, . ?

The Political Department has no information about the
use of any of these vessels at Koweit other than that
supplied in connexion with the I.W.T. claim
(P.670/21 etc). I concur in the draft (as
amended in pencil by you). Although the details
furnished by the War Office (p.1716/21) seem to
relate only to the I.W.T. vessels, and although it
is not clear why the War Office should claim
expenditure incurred by the Basra Port Authorities at
the request of the High Commissioner, still the
difference between the two I.W.T. claims
(Rs.19,450 and Rs.31,302) is so great that we are
entitled to much fuller information before meeting
the Colonial Office claim.
