The offer, which was made m my Political Secretary’s letter P. 42d7 of
Sth December 3 924 to the Foreign Office (a copy of which was sent to your
Marine Department on 11th December 1924) was that three-Jourths of the
recurring cost of the Lawrence should be regarded as a charge to be borne by
the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. Lighting Service and defrayed from the revenue accruing
from the light clues to be levied from shipping; that the cost (Rs. 50,150) of
equipping the Laicrence in 1923 to perform the duties of lighthouse tender
should be shared by the Indian and Imperial Exchequers in accordance with
the arrangement which obtained till 1st November last in regard to lighting
and buoying expenditure in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; that the Secretary of State for
India’s claim for a contribution of half the initial cost of the Lawrence would
be waived if the Government of India were allowed to retain the whole
proceeds of the sale of the Nearchus, which was built at the joint cost of the
Indian and Imperial Governments ; and finally that the Secretary of State
would waive his claim for a half share of the recurring cost in the past of
maintaining the political despatch vessel if the Home Government would
agree to contribute a moiety of the fourth part of the recurring expenditure
ascribable to political duties, from such date as Government should be
relieved of the other three-fourths debitable to lighting and buoying services.
6. In a letter dated the 20th February 1925 (a copy of which was forwarded
to your Marine Department by the mail of 2Gth February) the Foreign Office
accepted the first of the four inter related parts of the foregoing offer ; the
other three they rejected ; in particular, it should be observed that they
maintained the previously expressed view that any contributions, from Imperial
revenues towards^ the cost (Rs. 50,150) of equipping the Lawrence for
lighthouse tender s duties should be limited to the amount of the moiety,
strictly due to the Imperial Exchequer, of the sale proceeds of the Nearchus.
These were now known to have amounted only to a total sum of Rs. 30,510.
7. There the matter rested. It was evident that there was little prospect of
obtaining any modification of the Home Government’s attitude in regard to
the original claim lor a contribution towards the initial and recurring cost of
the 1 ohtical Resident s despatch vessel ; it was doubtful whether any success
w T ould attend an attempt upon the more assailable position taken up b} r the
Foreign Office and Ireasury in regard to the minor question of the cost of the
special equipment of the Lawrence in 1923.
