The file consists of correspondence relating to the establishment of a new decoration of honour by the ruling family of Bahrain known as the 'Order of the Al Khalifah', and the acceptance of the gift of insignia from Pope Pius XII by Shaikh Hamad bin Isa Al Khalifah [Shaikh Ḥamad bin ‘Īsá Āl Khalīfah].

The correspondence is between: Shaikh Ḥamad Āl Khalīfah, the ruler of Bahrain; Hugh Weightman (later Reginald Alban), the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain; Charles Belgrave, Adviser to the Government of Bahrain; the External Affairs Department of the Government of India; Charles Geoffrey Prior, the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; and the India and Foreign Offices in London.

The correspondence comprises a discussion amongst British officials over whether to allow such honours to be bestowed by and upon the Bahrain ruling family, and reflects their reluctance to do so.

Folio 5 is the 'Alan (I‘lān - proclamation) issued by Shaikh Ḥamad announcing the new 'Order of the Al Khalifah'.

Folios 27 and 28 are internal office notes.
