The file consists of two letters. The first, dated 14 December 1948, is from C S Jha, Secretary to the Government of India, Department of External and Commonwealth Relations, and Mohammad Habib, Professor of History at the Muslim University in Aligarh (both members of the Indian Delegation to Bahrain), to Shaikh Salman bin Hamad Al Khalifa [Salmān bin Ḥamad Āl Khalīfah], Ruler of Bahrain. The letter expresses good wishes and gives a brief history of the close economic history between India and the Arabs, with assurances that they desire this to continue. The second letter is Shaikh Salmān's response, dated 15 December 1948, in which he expresses similar sentiments.
