The file contains correspondence relating to the past conduct and future employment of Major Frank Holmes and William Richard ‘Haji’ Williamson in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Most of the correspondence is between the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. and the Secretary of State for India, and concerns objections to the potential employment of Holmes as a negotiator on behalf of Petroleum Concessions Limited in Bahrein [Bahrain] and Koweit [Kuwait], and his past record as a negotiator on the Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. and as Chief Local Representative for the Bahrain Petroleum Company.
