Correspondence and minute papers relating to the drafting and issue of 'The Muscat (Municipal) Regulations 1935'. The papers cover the search for consensus between the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Foreign Office, and Political Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. over the text of the new regulations.

Further correspondence (folios 3-28) from the Air Ministry and Air Officer Commanding in Iraq deals with the question of whether the Royal Air Force should be exempt from paying municipal tax on fuel.
