Content: This memorandum is a note by John Evelyn Shuckburgh, Political Department of the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , dated 21 Oct 1918, concerning the British administration of Mesopotamia, the status of the vilayets of Basra and Baghdad, and the establishment of a commission from London to research administrative problems and future arrangements.
