The volume consists of published copies of correspondence between the Foreign Office, the Colonial Office, and British administrative and diplomatic staff in Russia and Persia, plus a copy of the 1907 Anglo-Russian convention. It was likely kept in the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. for information.

The correspondence concerns the Persian Constitutional Revolution [Iranian Constitutional Revolution] (1906-1911), and the deposition of Mohammad Ali Shah Qajar.
