to aToid the occupation of Kuwait it waa decided to try to
settle the Kuwait problem by buying up all the stocVs held
in Kuwait and to Unit iraporta in order to preyent th^ir
being replaced.
The effect of the action talren on April 11th was that
on iiay 4th the Shaikh wrote a letter to the Political Acent
begging that GoTermaent would extend to him the s-xre frl^niahip
and protection aa his predecessors had receired ard -jledrinff
himself to coraplete reaponsibility for anything which Jiirht
take place in his territory, while a marked improTament took
place in the general attitude of the Shaikh's Officials. The
Shaikh's orertures were sabmitted to GoTemment but owing
to some delay in their acceptance the Shaikh grew restive
