My dear Gilbert,
Xou will remember that eerly last May it became
necessary (in order to get the way clear for the
Anglo-Persian Oil Company's concession; to settle very
hurriedly with Fowle the question of the future arrongeraents
for jurisdiction over foreigners in Qatar. Owing to the
need for haste we were unfortunately unable here to keep
our legal advisers in touch with the develojuents, but
Beckett was good enough to go into the matter shortly
afterwards and I enclose, for your information and any
obsenrutiona which you may have to offer, a copy of a minute
that he wrote on the subject on May 15th.
2. ao far as we can see, the inconsistency pointed
out in the second paragraph of Beckett's minute is due to
the fact that in the course of the negotiations viith the
bheikh of Qatar about jurisdiction the practice has arisen
o± rulerring to the subjects of the Arab States of the
I'ersi an Gulf as British protected parsons for the purposes
of jurisdiction within the Gulf itself. These persons
apparently have been, nd are, considered as British
rx oiiected persons not only for the purpose of consular and
diplomatic protection throughout the world, but also
generally fo r the purpose of jurisdiction in other parts
of the world, e.g. Chine and Kgypt; but so far as we are
aware they hare never before been classified as British
protected persons for the purposes of jurisdiction within B
the Arab Sheikhdoms in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . 1
