dated the 23th January 1931 and to say that Than Bshadur
Muhammad Chartf stands charged with the offence of cheating
ti A e Customs Department of tne Bahrain Government under
Section 415 l.P.C and alee with fraudalent bankruptcy unaer
Sections 421 and 42^ i.P.C.
2. From papers discovered in his possession there appears
no doubt whatever that he nas been cheating the Bahrain
Government of Customs dues over a period of at least 4 years
and there appears little doubt that he has committea sereral
acts any of which would be sufficient t;o cause his conviction
under Section 421 or Section 422. Since,however,he has
absconded and lias not returned to Bahrain it has not been
found possible to proceed with any of these charges.
3. Finally,although no criminal charge has so far been
brought against him,he appears to have defrauded the Hansa
Line of r sum. of Hs.2,10,000 in his capacity of their agents
by allowing himself as a trader and his son (with whom he
was secretly in partnership) to take delivery of consignments
without retiring the bills of lading from the banks who held
them

In addition, there are correspondence concerning a slavery case involving his son, ‘Abd al-Ḥamīd, and his eventual insolvency and abscondment from Bahrain to Persia.
