The letter relates to the agreement made between the Wahhabi forces led by Abdullah bin Faisal, and Thuwaini bin Said, the Sultan of Muscat. Kemball reports that intelligence from the native agents Non-British agents affiliated with the British Government. at Sharjah and Muscat suggest that problems over the exaction of the tribute by the Wahhabis have led to serious disturbances on the Batinah coast, alleged to have been provoked by Sheikh Sultan ben Suggar [Sultan bin Saqr].
A translation of the Treaty of Alliance and Defence (folios 192-93) between Syed Soweynee [Thuwaini bin Said] Governor of Muscat, and Abdullah bin Fysul [Abdullah bin Faisal] son of the Wahabee [Wahhabi] chief, dated 13 September 1853, follows Kemball's letter.
