The letter and its enclosures relate to the seizure of a Bahraini vessel travelling from Aden to Bandar-e Lengeh, carrying slaves, by the Honourable Company's Brigantine Tigris . The following enclosures are included with Kemball's letter:

1. Letter no.87 of 1853 (folio 371) from Commodore George Robinson, Commanding Officer Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. Squadron, to Kemball, dated 30 June 1853. Robinson's letter is a covering letter, containing the following enclosure:

2. Letter no.6 of 1853/54 (folio 372) from Lieutenant James Tronson, Commanding Officer of the Honourable Company's brigantine Tigris , to Robinson, dated 9 June 1853. The letter is Tronson's report of boarding the Bahrain cargo vessel Sumhere , in which he reports that, besides fish oil and pumice stone, the vessel also contained one Georgian female slave and two African slaves. Tronson reports that the Georgian woman had a passport, given to her by the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Aden, Captain Haines. Tronson states that he has detained the Sumhere in the Bassidore Roads;

3. Letter no.96 of 1853 (folios 373-75) from Robinson to Kemball, dated 2 August 1853. The letter is a covering letter, enclosing statements made by Lieutenant Tronson, the Sumhere's owner Rashid bin Said, and a traveller on the Sumhere , Sydam, a servant of Abbas Pacha, the ruler of Egypt, whose slaves the women were;

4. Letter no.97 of 1853 (folio 376) from Robinson to Kemball, dated 5 August 1853. Robinson writes that the Georgian female slave died the previous day at Bassidore;

5. Letter no.249 of 1853 (folios 377-81) from Kemball to Robinson, dated 6 September 1853. Kemball's letter concerns the juridicual aspects of the matter, and the extent to which the captain of the Sumhere can be regarded responsible. Enclosed with Kemball's letter is a translation of a letter from Captain Haines, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Aden, that was the property of the Georgian female slave.
