The letter is making recommendations over the deployment of British cruizers in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; the Resident expects open warfare to breakout on the Arabian coast, and the Resident wishes to prevent the revival of piracy under the 'cloak of open warfare'. It notes that the Resident has made provisions for the security of the station at Bassidore [Bāsaʻīdū] should all the cruizers in the squadron be required elsewhere in the Gulf.
