Letter regarding an attack on one of his boats at sea between Kuteef [Al-Qatif] and Bahrein [Bahrain] in which the men on board the ship were murdered and the boat destroyed and accusing of Fysul [Faisal bin Turki bin Saud] of having been responsible for the actions as the sail from the boat was found to be in his possession.

The letter also reports that Fysul had accused Abdullah Omanee of committing the act, and that he on hearing of the accusation against him had sought protection from the Chiefs of Bahrein.

The letter goes on to demand reparations including blood money for the murdered men and the value of the boat and stating that under the peace at sea agreement responsibility for obtaining of reparations rests with the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. .

The introduction to the letter states that Khumees ibn Esau Seyhatee had handed the letter to Mr Gaspar de Rozario and that Mr Rozario had given it to James Charles Edwards, Uncovenanted Assistant Resident, for translation on 28 March 1866 as well as noting that he (Pelly) had begun to make enquiries at Bahrein the same day.
