Letter regarding the difficulties that would be caused to Pelly's work if he is disallowed from communicating with the Persians and Arab authorities on the Persian side of the Gulf and referencing in particular an assault on the English Officer in command of the mail hulk at Bunder Abbass [Bandar Abbas] by the Persian Foreign Agent there.
