The letter is acknowledging the commands of the Bombay Government (No 728 of 1822), which informed the Resident of his appointment to the new position of Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in the Gulf of Persia, and that Captain Taylor has been appointed to be his assistant; a Native Resident is to be appointed at Bushire. It notes that this appointment will commence once the Resident has closed all his commercial concerns.

In the letter, the Resident proposes selecting Bassidore [Bāsaʻīdū] as his headquarters, though the original orders specified Kishme [Qeshm], or Bussora [Basra]. It also notes that the Resident has delayed his trip to Sheraz [Shiraz], though it is mentioned that he still intends to obey the summons from Ḥusayn ‘Alī Mirzā, Prince at Sheraz; the linguist and the broker Often a local commercial agent in the Gulf who regularly performed duties of intelligence gathering and political representation. will be left in charge of the factory An East India Company trading post. at Bushire during his absence.

Enclosed with the letter is a firmaun [ firman A Persian word meaning a royal order or decree issued by a sovereign, used notably in the Ottoman Empire (sometimes written ‘phirmaund’). ], received 11 July 1822 from Ḥusayn ‘Alī Mirzā, which stresses the necessity of the Resident's presence at Sheraz.
