The letter is instructing the Commodore to deliver communications to all the parties of the Treaty of Maritime Peace 1843. This is as a result of the discovery of a discrepancy between the 'English' and 'Mahomedan' [Mohammedan] expiry date, and the Resident is requesting that the parties involved recognise the latter date to avoid confusion. It further notes that he would like the parties in question to formally recognise their acquiescence to the terms of the treaty to reduce the risk of 'collisions at sea between their respective subjects', and that he seeks their opinions on whether they favour the renewal of the treaty, or the drafting of a replacement.
