The letter is acknowledging the receipt of the Resident's communication (No. 6) dated 23 June 1855. In response, it directs the Resident towards the secretary's letter (No. 288) dated 20 November 1855 for guidance. It further states that the use of troops was never contemplated by the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. , and that it it is the view of the British Government that their naval resources in the Gulf should not be used aggressively.
