Sultan was only persuaded with some difficulty to
agree to prolongation of Treaty on conditions stated in para
graph 1 of Watts' telegram. If approval to municipal regula
tions is coupled with stipulations there is danger that he may

still refuse assent to prolongation. I hope therefore that
you will be able to agree to Watts' recommendation which was
made with iry informal concurrence.
