Letter marked private which discusses people's opinions of the treaty Pelly and Sir Bartle obtained during their anti-slavery mission and Sir Bartle's concerns that people believed a treaty is all that is needed to suppress it.

The letter goes on to discuss Frere's forthcoming meeting with Sir Henry Elliot following which he promises to relate matters of interest in Turkish movements to Pelly.

The letter concludes with Frere's opinions on the general ignorance of individuals and giving news of his family.
