The letter is a covering letter, enclosing an administrative report containing narratives of events for Muscat and the Wahabee [ Wahhābī A follower of the Islamic reform movement known as Wahhabism; also used to refer to the people and territories ruled by the Al-Saud family. ] and Maritime Arab tribes, covering the period 1 May 1856 to 30 April 1858. Jones writes that the report has been prepared by his assistant, Lieutenant Disbrowe, and adds that a further report on events on the Persian coast will follow without delay.
The report (folios 41-95) is arranged first by tribe or geographic area, and second by administrative period, as follows:
