1 am to state that, as a correspondence relating to this subsidy has recently passed
between the Sultan of Zanzibar and the Government of India, and as, moreover, the
revrolution that has within the last few Weeks been accomplished at Muscat cannot fail to
have an important bearing upon the relations between Muscat and Zanzibar, and between
those countries and the Government of India, Lord Stanley is of opinion that any negotia
tions which may take place between the Sultan of Zanzibar's Envoy and Her Majesty's
Government would, with more advantage to the public service, be carried on at the India
Office than in this Department; and if, as his Lordship does not doubt, Sir Stafford
Northcote concurs in this opinion. Lord Stanley will refer the Sultan's Mission to the India
Office.
I am, &c.
