The volume contains telegrams and correspondence exchanged between Major Frank Holmes, Chief Local Representative of the Bahrein Petroleum Company Limited, the Colonial Office, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain and the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in Bushire. Most correspondence is about the negotiations for the extension of the 1925 Prospecting License agreement in Bahrain, granted from 2 December 1932.

The volume also contains: some letters in Arabic from and to the Sheikh of Bahrain, Hamad Bin Issa Al-Khalifah; confidential correspondence regarding the employment of Major Holmes; copies of letters and telegrams on tests and operations made on the oil wells at Jabel Dukhan; and a draft copy of the Oil Agreement (folios 226-229).
