1
With reference to your lett er,£lo. 93035/32 of June
11th, on the suoject of the Bahrain oil concession, I am
directed by the Secretary for Mines to offer the following
observations for the information of Secretary Sir Philip
Gunliffe-Lister:,

(1) It will be recalled that under the terms of the
\greensnt, a prospecting licence could be granted over
"areas to be selected by the Company with the approval of
the Shaikh"» The Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , in his despatch of
J ily 22nd, 1931, said that the Shaikh had approved the
grant of a licence and that he 'the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. } had
authorised the execution of an Agreement granting the licence,-!,
copy of -rhich /ould be forwarded in due course. As no copy
of this '.greeiaent -appe irs to have been received, the

Petroleum Department nre not aware of what area is covered 1
by the prospecting licence and would be glad if the Political I
? ; esid'int fcould be requested to furnish a copy without delai r •
i
(2) The terrris of the stern and General SyndicateVs
conce~sioc of December 2nd,1^25, are in several respects j|
unsatisfactory, and Clause IX of the second Schedule is
an example of one of the unsatisfactory features. It is
di'fficult at this sta^e to suggest a wholesale revision cf
the Agreement, but it is considered that some improvement :
could be effected and possibly one or two points covered,
either during the revision of thia^Cla ae, or /hen the lease
is f inally drawn up. i,
