Telegram from Qa t r, IT q .2, 26th February .
The following is the result of negotiations
to date. The Shaikh has raised all the points and several
others raised with Chisholm see his letter of 1st November
1933, and claims he is free to do so in view of Chisholm T s
letter of 17th December and that he gave no reason to
suppose that he would modify his demands with regard to the
general terms even if the cash offer was accepted. I am
insisting upon obtaining his final demand with general terms
before discussing his present cash demands.
Article 1 he requires to be redrafted in the same general sense.
^ Article 2 . Period depends entirely upon financial terms.
Article 5 . Reports on demand.
Article 4 . Royalty basis to be won and saved as in previous
draft.
Article 5. Shaikh requires copies of our records on demand.
Article 6 . All imports are to be through Dohah only, port
of export j s to be agreed and the Shaikh is to have full
right to utilise all facilities whenever necessary for
personal or Government business. Aircraft agreed subject to
having special permission on each occasion.
Article 7 . No Government pressure with regard to the
acquisition of land etc. Land etc. surplus during the period
of the agreement reverts to the Shaikh free of cost.
Ar ticle 8. Shaikh requires two artesian wells free.
Article 9 . Actual requirements only without right to re
export.
Article 10 . Imports to be free but right to re-export to be
covered by a special payment additional to royalties.
Article 11 . Shaikh of Qatr is not to be responsible for loss
or damage due to invasions, insurrections, etc.
Article 12 . Transferee companies to be subject to the approval
of the Shaikh.
Article 13. Termination only after three years from commencing
operations and everything to revert free.
To redraft without alteration of the sense.
Article 15. Force majeure in Qatr only.

The successor to the Court of Directors. in London and Anglo-Persian Oil Company (APOC) representatives in regard to the negotiations with the Sheikh of Qatar, ‘Abdullāh bin Jāsim Āl Thānī, for the oil concession.

The volume contains numerous draft agreements on the Qatar oil concession and also a 'Sketch map of Qatar Peninsula' (folio 22).

There are some letters in Arabic, to and from the Sheikh of Qatar.

Arrangement

The documents in the volume are mostly arranged in chronological order. There are notes at the end of the volume, (folios 210-214). The file notes are arranged chronologically and refer to documents within the file; they give a brief description of the correspondence with reference numbers in red crayon, which refer back to that correspondence in the volume.

There is also a brief index at the beginning (f. 1v) indicating the main topics covered in the volume.

Physical characteristics

The main foliation is written in pencil, circled, and can be found in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. The numbering commences at the title page with 1 and 1A; then 2-21; 22 and 22A; 23-25; 26 is missing or omitted; 27-65; 66 and 66A; 67-127; 128, 128A and 128B and terminates at the last folio with 217. A second incomplete foliation sequence is present between ff. 29-160; these numbers are also written in pencil, but are not circled, and can be found in the same position as the main sequence.
