An additional article is to provide for a local
refinery^ discussions continue but I anticipate that the
foregoing are the Shaikh's minimum demands and will not be
reduced by considerations of cash. When I have obtained
his final demands 1 will write fully to London and proceed
to Abadan for discussion. Meantime telegraph your views
for guidance.

It is certain that Major Prank Holmes is in
communication with Shaikh of Qatr to whom he has submitted
definite proposals with the Shaikh is using as a counter
to ours without disclosing the source 5 he has already applied
to the Shaikh for permission to visit Q.atr but has been
refused until the date of expiry of our option. It is
essential to prevent Holmes visiting Q,atr if a repetition
of the Kuwait experience is to be avoided.

Article 16 . Shaikh accepts Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. with the
qualification that he also will approve of the Resident's
nominee and has dropped the demand for a local refinery.

Article 11 . Shaikh demands that Company pay cost of arms.
Article 12 . Only one subsidiary company permitted.
Article 15 . Porce majeure involving delay of operations in
Qatr only. Shaikh demands payments in rupees Indian silver coin also widely used in the Persian Gulf. and in
addition to royalty annual payments for exemption from
customs duties etc. and the right to re-export.
Also a substantial gift as in the case of
Kuwait. I have obtained an extension of our option until the
4th May.

I am leaving on the 4th March for Bahrein and
on the 7th by air mail for Abadan.

The successor to the Court of Directors. in London and Anglo-Persian Oil Company (APOC) representatives in regard to the negotiations with the Sheikh of Qatar, ‘Abdullāh bin Jāsim Āl Thānī, for the oil concession.

The volume contains numerous draft agreements on the Qatar oil concession and also a 'Sketch map of Qatar Peninsula' (folio 22).

There are some letters in Arabic, to and from the Sheikh of Qatar.

Arrangement

The documents in the volume are mostly arranged in chronological order. There are notes at the end of the volume, (folios 210-214). The file notes are arranged chronologically and refer to documents within the file; they give a brief description of the correspondence with reference numbers in red crayon, which refer back to that correspondence in the volume.

There is also a brief index at the beginning (f. 1v) indicating the main topics covered in the volume.

Physical characteristics

The main foliation is written in pencil, circled, and can be found in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. The numbering commences at the title page with 1 and 1A; then 2-21; 22 and 22A; 23-25; 26 is missing or omitted; 27-65; 66 and 66A; 67-127; 128, 128A and 128B and terminates at the last folio with 217. A second incomplete foliation sequence is present between ff. 29-160; these numbers are also written in pencil, but are not circled, and can be found in the same position as the main sequence.
