2« We have consulted Fowle regarding paragrapfe
3 and agree in confiurrence with him that recognition of
Hamad should be granted if he finds this necessary to
secure Shaikh's compliance with our request. This
departure from principle of non-interference in internal
questions affecting Trucial States can, we think, be
justified as a special case by practical necessity of our
increasing interest in Qatar owing to oil developments.
Hamad is, moreover, we understand, the only successor#
3. We also suggest that in view of remarks
contained in paragraph 4 of your telegram Fowle should be
authorised to accede to Shaikh^ request regarding juris-
-diction over subjects of Kuwait, Bahrain and Trucial
Coast (vide paragraph 6(l) of Fowle # s telegram Mo. 372
of April 22nd) if he cannot otherwise obtain Shaikhs
concurrence to oil agreement. Fowle concurs with this
re co mmendation#

The successor to the Court of Directors. in London and Anglo-Persian Oil Company (APOC) representatives in regard to the final negotiations with the Sheikh of Qatar before the signing of the oil concession.
The volume contains:the Qatar oil concession, signed by the Shaikh of Qatar, ‘Abdullāh bin Jāsim Āl Thānī, and APOC on 17 May 1935, in Arabic and English (folios 67-86) 'Sketch map of Qatar Peninsula' (folio 87); agreement 5 June 1935 between the British Government and APOC regarding the Qatar Oil Concession (folios 211-212).
There are some letters in Arabic, to and from the Sheikh of Qatar.

The numbering commences at the title page with 1, then 2-86; 87 and 87A and it carries on until 229, which is the last number given to the last folio of the volume.A second foliation sequence runs between ff. 3-220; these numbers are also written in pencil, but are not circled, and can be found in the same position as the main sequence.
