When I arriv'd at Conjiantinople, M Nointel was prepa
ring to attend the Grand SigniDr at Jdriamplc, in order to the
Renovation of the Articles. It was an Affair of great Impor
tance, and which had made a great Noife the World as
having hung in fufpence for Seven Yeats together^ and for that
the Titr^sftill ftood upon their Terms and haughtily flighted
the Ambaflador notwithftanding that they were then entring
into a doubtfull War againft Pola And now I fhall give
ye an accompt of the Original of the Differences that were
at that time grown to a great Height between and
'Turkic.
At the beginning of the Raign of the IV. the pre-
fent Emperor of the Turks, who afcended the Imperial Throne
at Seven \ears of Age, in the Year i^^.8. the Government
was folely in the Hands of Women and Eunuchs, who fill'd
all the Chief Places of Honour and Trufl with fuch Perfbns as
they pleas'd themfeives. And the Turks acknowledge, that
the Ottoman Court was never fo corrupt, nor in fuch a ftran^e
Confufion as at that Time. You fhould fee almoft every
Month a new Grand Vizier, who after he had been feme few
days in his Office^ was not only difcharg'd from his High Im^
ployment, but many times depriv'd of his Life. Now ft is the
Cuftom in Turkic y that upon the Advancement of any
Vizier, all Perfons of Quality go to kifs his Hands, and carry
him fome conftderable Prefent. More particularly all Ambaf-
fadors are oblig'd to that Ceremony. But the
Father, then Ambaflador of Franc at the Tort^ obferving the
frequent Changes of Grahd Viz at that time, concluded
that there would be no Reformation of; this evil- Management
during the Emperor's Minority, and that all his Vifits and
Prefents to the ISletp Vizier, were but fb many Vifits and Pre-
fentsloft. So that herefolv'd to fit ftill Qnietly, and to fpare
his Compliments and the charge of his Prefents.
It happen'd in a fhort while after, that Mahomet
'Pacha, receiv'd the Seals of the Empire, that is to fay, was
advane'd
