THE GERMAN RAILWAY INVASION OF ASIATIC
TURKEY
ERMANY cannot yet be said to have acquired
any positive status in the Middle East. In
Persia she has, like other Powers, diplomatic and con
sular representatives, and in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. her con
suls have been displaying of late years a good deal of
somewhat ostentatious activity. Her commercial rela
tions with Persia are unimportant, and so far she has
had few opportunities of cultivating political relations
with the Shah's Government. It may, however, be
well to note that in the Treaty of Commerce concluded
between Persia and Germany in 1873, which is still in
force, it is stated, under Article 19, that 14 in the event
of Persia being involved in differences with another
power, the German Imperial Government declares
itself ready to employ its good offices, at the invita
tion of the Shah's Government, with a view to promot
ing a settlement of such differences." The German
Government, we may be sure, reckons among its
political assets a provision which opens up such
possibilities of honest brokerage." It is not, how
ever, through Persia, for the present, but through
Turkey that Germany is seeking to project her influence
