The letter is reporting the arrival of a man called [Leril Minolls ?] at Bushire, who claims to be a Russian officer; he has arrived from Shiraz and intends to travel to Muscat. It outlines what he claims to be his military service history and includes a description of his appearance, but notes that he has no documentation to prove who he is. It explains that Captain Hardy has therefore prevented him from proceeding on to Muscat.
