MacLeod informs Taylor that the Shaikh of Bushere [Bushire] has agreed to modifications in the regulations regarding pilots, the details of which are enclosed. He requests Taylor's assistance in deliberating any disputes that may occur between the masters of ships and pilots, and that he should acquaint him with any misconduct that may occur.
The enclosure is addressed to 'The Commanders of all Ships under English Colours trading to the Gulf of Persia' and gives details regarding procuring a pilot for ships leaving Bushire, specifically for ships leaving to Bussora [Basrah] who are required to order a pilot from Karrack [Bandar-i Chārak]. MacLeod also cautions them to avoid any sort of violent behaviour or ill treatment towards pilots and states that he will be ready to listen to any charges of neglect or improper behaviour on the part of the pilots. He then gives the rates of pilotage at Bushire and Basrah.
