The letter concerns a report that Sooltan bin Suggur [Sulṭān bin Ṣaqr Āl Qāsimī One of the ruling families of the United Arab Emirates; also used to refer to a confederation of seafaring Arabs led by the Qāsimī tribe from Ras al Khaima. ] is building a fort at Rassel Khyma [Ra’s al-Khaymah]. MacLeod instructs an enclosed letter to be delivered to Sulṭān bin Saqr or his brother, and that any work that has commenced should be stopped until his permission is sought. The fort should also be examined and a description should be provided.
The substance of the enclosed letter to Sulṭān bin Ṣaqr requests that he desist from his fort construction and states that he is forbidden to build near the sea. MacLeod instructs him that permission for any such construction at first be given by him and a letter explaining the matter should be sent.
