The letter is acknowledging the orders of the Bombay Government dated 27 May 1811, which instructed the Resident to provide all the assistance in his power to Lieutenant Blacker's deputation to the Gulf. It confirms the aforementioned Lieutenant's arrival at Bushire and that he has moved on to Bussora [Basra].
Given that all the surrounding correspondence is dated 1811, it is possible that the date of this item is incorrect and should instead be 7 December 1811.
