The letter is informing the Resident that the Governor of Bombay approves of his conduct respecting the issuing of instructions to the officer commanding in the Gulf, and of not enforcing the annual renewal of boat registers and port clearance; the General Treaty with the Arab Tribes of the Persian Gulf An agreement made in 1820 between Britain and ten tribal rulers of the eastern Arabian coast, often seen as marking the start of 150 years of British hegemony in the region. of 1820 specified that Arab vessels party to the treaty should renew and carry a register (conveying information on said vessel), along with port clearance papers.
It further notes that the Bombay Government is relying on the Resident to maintain stability in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , and prevent the re-emergence of piracy in the region.
