S.No:55. I spoke to Shaikh Kamad and Shaikh 'Abdullah
on the morning; of the 23rd May 1934 about measuring oil.
I told them briefly, after drawing a picture of an oil tank,
that there were two operations involved in measuring oil
for the purposes of royalty. Firstly,* that the tanks
had to be measured carefully in order to determine the
amount that they contained, and secondly, that when the
oil was actually being sent into the ships measurements
were taken of the level of the oil before and after it
was pumped into the ship. Then certain technical oper
ations {including an allowance for temperature) were
carried out to find out the number of tons shipped.
2. I said that as regards the measuring of the tanks
either the Company T s Engineers could do it or that an
independent firm of Engineers from London could be asked
to do it. The Shaikh said that he would accept whatever
advice Government gave him in the matter. I said that I
was awaiting a letter from Government which I thought
would come by the air mail of today and that when I had
received it, I would write to him and explain what the
position was. I said that it was for him to cnoose. He
said that he thought that the Engineers of the Company
could be trusted and I said that it was,ofcourse, in their
own interests to have the tanks accurately measured on
account of tiieir own sales.

The volume contains correspondence and telegrams between the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain, the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in Bushire and representatives of the Bahrain Petroleum Company Limited (BAPCO) on the storage tanks calibration for the purpose of calculating the royalties payable to the Sheikh of Bahrain and on the first shipments of oil from Bahrain to Japan and Singapore.

The volume includes a copy of the draft lease contract with notes (folios 55-64), newspaper cuttings on oil in Bahrain and House of Commons' questions on Bahrain (folios 204-205). There are letters in Arabic with English translation, to and from the Sheikh.

There is an index at the end of the volume (folios 248-258).
