Article 8 .
The representative would act as intermediary
should the Sheikh desire to take Company^ surplus water.
Article 9 .
The representative would protect the peopled
claims to gravel, limestones, etc. should their be a
dispute.
Article 10 .
The representative would ensure the Customs
clause was not abused.
Article 11 .
It might be interpreted that one of the duties
of the representative is supervision of security
arrangements and guards.
Article 17 .
The representative will be responsible to the
Sheikh that Qatar nationals are given priority of
employment.
Qatar Interpretation of t^iis paragraph .
Saleh el Mana, one of the probable representatives,
seems to hold the view which is probably taken from
Hamad that :
(a) Selection of all manner of employees will be in
the hands of the representatives
(b) That invitations to tender will be published
through this representative and contractors
selected by him
(c) All executive work appertaining to Secuiity will
be in their hands.
Note.
(c) Seems reasonable in accordance with para 11
of the Concession
(a) Is not in accordance with the Convention and
unworkable. Provision of labour only is
reasonable, selection must be in the hands of
the Company's own Employment Officer.
(b) Is quite unworkable except in as far as
advice on status and policy might be useful.

The volume contains correspondence and telegrams between the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Bahrain and the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. at Bushire, Anglo-Persian Oil Company (APOC) representatives and ‘Abdullāh bin Jāsim Āl Thānī, Sheikh of Qatar, in regard to the oil concession and the beginning of the oil exploration in Qatar. The volume includes: Programme of operations in Qatar from November 1936 to May 1937 (folios 110-118) and 'General and brief note on the water drilling operations of Petroleum Concessions Limited in Qatar' (folios 209-212).
There are some letters in Arabic, to and from the Sheikh of Qatar.
