4. PRESENT SITUATION - FUTURE OPERATIC)MS .
The situation is that the Company have notified
the Ruler of Qatar that they regret that no potable water
has been located at the Bahrain level and that they propose
to consult Mr* Dickson and the Geologists with a view to
deciding what further stops if any can be taken next season.
This notification was accknowledged in courteous
strain by the Ruler•
5. COM 1 ACTS WITH THE RULER AMD HIS ADVISERS.
It was early apparent that the Ruler instigated
probably by Saleh el Mana and Sheikh Hamad the heir apparent
to a lesser degree were fully prepared to exploit to the
full every possible means of extorting more money from the
Company. Various means to this end had occurred to -them
from a close examination of the working of the Kowait Con
Owing to the restricted nature of the operations
the only controversial matter which could not be side
tracked was that of the salaries of the two Sheikhas rep
Considerable correspondence has passed on this
matter and the question is not settled to date (6th May
Arbitration the last resort in such matters is not
favoured by the Ruler.
