probably be no objection to her becoming a party to the Con
vention if she so desired.
4. It appears to us more satisfactory for the matter to deve*
lop on these lines than for the Government of India to furnish
separately estimates of drugs to be imported into these terri
tories through India, as you suggest in your letter under reply.
Such a procedure might be regarded as incompatible with the
status of Nepal and Bahrain, and it is doubtful whether it
would satisfy the Supervisory: Board.
5. It therefore appears that ^epal, Bahrain and other Arab
States in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. must be treated for the purpose of
estimates as coming under Article 2(3), and we propose to
write in this sense to Sir Malcolm Delevingne, who first raised
the question (see my demi official letter No. E & 0.5757/35
of the 30th August 1935), explaining at the same time that
His Majesty^ Government conducts the foreign relations of the
Gulf States. Before doing so, however, we should be glad to
know whether you concur.
